NOE CPC Total Technology Solutions II Framework Announcement: The £2.2bn NHS ICT Opportunity

NOE CPC has confirmed its plans for Total Technology Solutions II, a new open framework for ICT products and services across the NHS and wider UK public sector.
Worth an estimated £2.2 billion excluding VAT (£2.64 billion including VAT), the framework will cover non-clinical hardware, software and services over an 8-year term. Buyers will be able to purchase each element on its own or combine them into a complete solution.
This is the successor to NOE CPC's original Total Technology Solutions framework (NOE.0552), but it is not simply a rerun. The original framework was un-lotted. TTS II will ask suppliers to bid against 24 Solution Categories, opening the door to specialists who could never have competed for the whole lot.
The tender notice is expected on 31 December 2026. With the Christmas shutdown falling right before it, suppliers who prepare now will be in a far stronger position than those who wait for the notice to land. And if you missed the pre-market engagement in August, don't panic: you can still bid.
What Is the Total Technology Solutions II Framework?
Total Technology Solutions II is being procured by the North of England NHS Commercial Procurement Collaborative (NOE CPC), operating through Leeds and York Partnership NHS Foundation Trust.
It will be procured under the Procurement Act 2023 as an open framework, using the open competitive procedure. It will give the NHS and wider public sector a compliant route to buy ICT products and services, from individual pieces of hardware or software through to complete, end-to-end technology solutions.
The framework has been designed to be accessible to every type and size of supplier, including original equipment manufacturers (OEMs), value-added resellers (VARs), SMEs and large enterprises.
Total Technology Solutions II Factfile
- Contracting authority: NOE CPC (Leeds and York Partnership NHS Foundation Trust)
- Notice type: UK2 Preliminary Market Engagement Notice
- Estimated value: £2.2 billion excluding VAT (£2.64 billion including VAT)
- Framework type: Open framework, open competitive procedure
- Estimated term: 8 years
- Structure: 24 Solution Categories (SC1–SC24)
- Particular suitability: SMEs and voluntary, community and social enterprises (VCSEs)
- Estimated tender notice publication: 31 December 2026
Who Can Use the Framework?
The framework will be available to the NHS and the wider UK public sector. NOE CPC's original Total Technology Solutions framework was used by NHS trusts and other public bodies, including blue light, local government and central government buyers.
For suppliers, that means a single framework place could open conversations with a wide range of public sector organisations over eight years.
How Is the Framework Structured?
Formal lots have not yet been published. Instead, NOE CPC has set out 24 Solution Categories (SC1–SC24), and suppliers are being asked to indicate which categories they are likely to bid for.
The published CPV codes give a clear picture of the scope, which spans:
- Networks and telecommunications services
- Computer equipment, hardware and data-processing machines
- Software packages and information systems
- Security software and security software development
- IT consulting, software development, support and data services
- Systems and technical consultancy, IT strategy and planning
- Project management consultancy
This is the most significant change from the original framework. Where the first Total Technology Solutions framework was intentionally un-lotted so buyers could procure complete solutions from a single supplier, TTS II gives specialists a way in. A cyber security provider, a network installer or a software developer no longer needs to look like a full-service reseller to compete.
That choice still needs careful thought. Being able to offer a service is not the same as having the evidence to win a category. Suppliers should focus on the categories where their experience is strongest.
Missed the Pre-Market Engagement? You Can Still Bid!
NOE CPC's engagement window closed on 3 August 2026. If your business didn't send comments, confirm its bid intentions or indicate its Solution Categories, you may be wondering whether you've already missed your chance.
You haven't!!
Pre-market engagement is optional - it helps buyers shape the procurement and understand the market, but it is not a condition of bidding. In fact, the Procurement Act 2023 requires contracting authorities to take steps to make sure suppliers who took part are not put at an unfair advantage, and that competition is not distorted.
When the tender notice is published, the competition will be open to every eligible supplier, whether or not they took part in engagement.
The suppliers who did engage do have one benefit: time. They have already watched the briefing, thought about their categories and started preparing. The good news is that you can close that gap in a matter of weeks:
- Watch NOE CPC's 'Introduction to the Total Technology Solutions 2 Framework' video
- Register your organisation on the Central Digital Platform
- Decide which Solution Categories you can genuinely compete in
- Gather your evidence, accreditations and carbon reduction plan
And because TTS II is an open framework, it must reopen to new suppliers within its first three years. So even a supplier who isn't ready this time has a future route in. But getting on in the first round means up to three years' head start with NHS buyers.
Why This Framework Matters for IT Suppliers
The scale of the opportunity has grown quickly. When NOE CPC first engaged the market in 2025, the replacement framework was estimated at £1 billion. The latest notice puts it at £2.2 billion, more than double.
As an open framework, TTS II must reopen to new suppliers at least once in its first three years. That gives late entrants a second chance. But suppliers who secure a place in the first round will have up to three years' head start building relationships and delivery evidence with NHS buyers.
The framework has also been specifically flagged as suitable for SMEs and VCSEs. For smaller technology businesses, that is a clear signal that NOE CPC wants a broader supplier base than before.
Procurement Timeline
- Engagement deadline: 3 August 2026 (now closed, but taking part was optional)
- Estimated tender notice publication (UK4): 31 December 2026
- Framework term: An estimated 8 years from 2027
It is worth noting that the timeline has already moved. NOE CPC's 2025 pipeline notice expected the tender to be published in January 2026. Dates may shift again, which is one more reason to be ready before the notice is published, not after.
What Will NOE CPC Be Looking For?
The full evaluation criteria will be confirmed in the tender documents. As a guide, the original Total Technology Solutions framework weighted quality at 80% and price at 20%. NOE CPC also uses the Government's Social Value Model across its procurements to support NHS net zero and social value goals.
Suppliers should expect to evidence:
- Relevant public sector and NHS ICT contracts, with measurable outcomes
- Clear capability within each Solution Category they bid for
- Information governance, data security and cyber security standards
- Supply chain resilience and partner management
- Account management, service levels and continuous improvement
- Carbon reduction and net zero commitments in line with NHS requirements
- Social value that makes a real difference to NHS communities
Generic statements will not be enough. Responses need to connect specific evidence to the requirements of NHS buyers.
How to Prepare Now
- Register on the Central Digital Platform (CDP). Under the Procurement Act 2023, suppliers need to be registered to bid. Do it now, not during the Christmas rush.
- Watch NOE CPC's introduction video. It explains the proposed structure and procurement approach.
- Choose your Solution Categories. Map your services and evidence against SC1–SC24, and decide where you can genuinely compete.
- Gather your evidence. Case studies, contract references, accreditations and policies should be current and easy to find.
- Review your carbon reduction plan. NHS net zero supplier requirements are tightening from April 2027.
- Plan your resource for late December and January. If the notice is published on schedule, your bid window will start over the festive period.
