Framework Announcement: Places for People Launches £162.8m Major Works 2027 Framework

Places for People has announced a new £162.8 million Major Works Framework, offering contractors across the UK the opportunity to deliver planned maintenance, refurbishment and improvement works across its housing portfolio.
The four-year framework, scheduled to commence in April 2027, will cover a range of residential improvement works, including window and door replacements, kitchen and bathroom installations, electrical rewires, and boiler and heating system upgrades.
With 33 lots across 11 geographical regions, the framework presents opportunities for construction, maintenance and specialist housing contractors of varying sizes, including SMEs.
Tender submissions are due by 12:00pm on 18 November 2026.
Overview of the Places for People Major Works 2027 Framework
Places for People Group Limited is establishing the framework to support its planned investment programmes, helping to maintain, modernise and improve properties across its housing portfolio.
The framework has an estimated total value of £162,803,519 including VAT and will run for four years, from 1 April 2027 to 31 March 2031.
Works will focus on three principal areas:
- Windows, External Doors and Roofline: Replacement, renewal and repair of windows, entrance doors, fascia, soffits, guttering and associated components.
- Internal Components: Kitchen and bathroom replacements, electrical rewiring, plumbing, installation works and associated refurbishment.
- Boilers and Heating: Replacement and renewal of boilers, heating systems, pipework, controls and associated components, including testing and commissioning.
The framework may also cover supporting activities such as surveys, statutory compliance works, testing, certification and minor remedial works.
Up to three contractors may be appointed to each lot, although the framework does not guarantee any minimum volume or value of work.
How Is the Framework Structured?
The Major Works 2027 Framework is divided into 33 lots, combining 11 geographical regions with three specialist workstreams.
Each geographical region includes:
- Lot A: Windows, External Doors and Roofline
- Lot B: Internal Components
- Lot C: Boilers and Heating
The 11 geographical regions are:
- Edinburgh: Lots 1A–1C
- Newcastle: Lots 2A–2C
- Leeds: Lots 3A–3C
- Sheffield/Doncaster: Lots 4A–4C
- Blackpool: Lots 5A–5C
- Preston/Manchester: Lots 6A–6C
- Derby/Nottingham: Lots 7A–7C
- Huntingdonshire: Lots 8A–8C
- Bristol: Lots 9A–9C
- Southampton/Brighton: Lots 10A–10C
- London: Lots 11A–11C
This regional structure allows contractors to target opportunities that align with their geographical coverage, specialist capabilities and operational capacity.
The estimated value of individual lots varies considerably, reflecting differences in regional requirements and planned investment programmes.
For example, the Internal Components workstream includes estimated lot values of approximately £17.3 million each in Blackpool and Preston/Manchester, while the London Windows, External Doors and Roofline lot is valued at approximately £6.8 million.
Contractors should review the individual lot specifications and pricing schedules carefully before deciding which opportunities to pursue.
How Will Bids Be Evaluated?
The framework uses a combination of commercial and non-commercial evaluation criteria, meaning contractors will need to demonstrate more than competitive pricing to secure a place.
The published award criteria allocate the following weightings:
- Commercial Submission: 45%
- Management Approach and Structure: 15%
- Experience: 10%
- Workforce and Subcontractors: 8%
- Health and Safety: 7%
- Use of Technology: 5%
- Environmental, Social and Governance (ESG): 5%
- Social Value: 5%
Although price accounts for 45% of the overall score, the remaining 55% relates to contractors' proposed delivery arrangements, relevant experience, operational capabilities and wider commitments.
This makes the quality of the written tender submission particularly important.
Contractors should be prepared to demonstrate how they will manage works across occupied residential properties, maintain quality and safety standards, coordinate subcontractors and minimise disruption to residents.
Evidence of previous housing refurbishment programmes, effective resident liaison and robust contract management processes will be particularly relevant when developing responses.
The published notice also contains some inconsistencies in how certain criteria are classified, so bidders should check the definitive evaluation methodology in the tender documents.
What Should Contractors Consider Before Bidding?
With 33 lots available, selecting the right opportunities will be an important first step.
Contractors should assess their experience, geographical coverage and available resources against the requirements of each workstream.
For those considering a submission, preparation should focus on:
- Relevant Experience: Identifying comparable housing refurbishment, planned maintenance or heating installation contracts, supported by measurable outcomes.
- Operational Capacity: Demonstrating sufficient labour, management resources and subcontractor arrangements to deliver programmes across the selected regions.
- Resident Engagement: Explaining how works will be coordinated around residents, including communication, appointment management, safeguarding and complaints procedures.
- Health and Safety: Providing clear evidence of safe working practices, compliance processes and effective risk management.
- Social Value and ESG: Developing meaningful, measurable commitments relevant to the communities in which works will be delivered.
- Commercial Competitiveness: Reviewing the region-specific pricing schedules and ensuring proposed rates are sustainable throughout the framework term.
Tendered prices will remain fixed for the first 12 months, with subsequent adjustments subject to the framework's price adjustment provisions.
Call-off contracts may be awarded directly or through further competition between appointed contractors, depending on the requirements and framework procedures.
