Procurement for Housing (PfH) has launched its Technical Support Services 2026 framework, a major national opportunity for consultancy providers working across housing, construction, the built environment, fire safety, net zero and digital services.

Worth an estimated £260 million excluding VAT, the 4-year framework will give PfH members and other eligible contracting authorities access to specialist technical and professional support through 11 lots.

For consultancy firms looking to expand their presence in social housing and the wider public sector, this is a substantial opportunity.

However, with quality accounting for 70% of the overall evaluation, suppliers will need more than competitive pricing. They must submit clear, detailed and well-evidenced responses that demonstrate exactly how they will deliver for framework users.

The deadline for submissions is 12:00pm on 16 October 2026.

What Is the Technical Support Services 2026 Framework?

Technical Support Services 2026, also referenced as TSS 2026, is a national framework being procured by Procurement for Housing.

PfH is a national procurement consortium dedicated to the social housing sector. Its members collectively manage more than 90% of the UK's social housing stock, giving appointed suppliers potential access to a significant public sector customer base.

The framework will cover technical consultancy and professional support across areas including asset management, surveying, project management, mechanical and electrical engineering, construction design management, architecture, fire safety, net zero, digital services and multi-disciplinary consultancy.

The agreement is expected to run from 4 January 2027 to 3 January 2031. Its estimated value is £260 million excluding VAT, although this is a framework estimate and does not guarantee work or revenue for any individual supplier.

Who Can Use the Framework?

The framework has been created primarily to support Procurement for Housing members and the social housing sector. It may also be available to other eligible contracting authorities named within PfH's permissible user arrangements.

For successful suppliers, this could create opportunities to support housing providers and other public sector organisations with everything from individual surveys and specialist advisory commissions to complex, multi-disciplinary programmes.

The framework will operate across England, Scotland, Wales and Northern Ireland, allowing suppliers with local, regional and national delivery models to consider the lots that best match their capability and coverage.

What Are the Technical Support Services 2026 Lots?

The framework is divided into 11 lots, covering both specialist and combined consultancy services.

Lot 1: Asset Management Consultancy

This lot covers services including stock condition and house condition surveys, active asset management, options appraisals, strategic asset management, data validation, database support, housing quality standard surveys, building surveying, dilapidation surveys and Energy Performance Certificates.

Estimated lot value: £20 million excluding VAT.

Lot 2: Surveying and Project Management

Services include quantity surveying, cost control, procurement advice, pre-work estimates, tender-document preparation, employer's agent services, contract administration, programme and project management, clerk of works, resident liaison and construction management.

Estimated lot value: £20 million excluding VAT.

Lot 3: MEP Consultancy

This lot covers mechanical, electrical and public-health consultancy, including building-services design, lighting, lifts and renewable technologies.

Estimated lot value: £20 million excluding VAT.

Lot 4: Construction Design Management and Principal Designer, Including HRB and Gateway 2

Suppliers appointed to this lot may provide Principal Designer services, CDM consultancy, Building Safety Act support and services connected to higher-risk buildings and Gateway 2.

Estimated lot value: £20 million excluding VAT.

Lot 5: Net Zero Consultancy, Including Funding

The scope includes stock assessments, net-zero roadmaps, sustainability and ESG strategies, grant and funding management, retrofit advice, PAS 2035 roles, energy audits, ISO 50001 support, building-fabric advice and the design and management of energy-efficiency measures.

Lot 6: Architectural Services

This lot includes master planning, landscape and interior design, feasibility work, option studies, measured surveys, new-build and refurbishment design, BIM, SAP assessments, housing-quality assessments, U-value calculations and BREEAM services.

Lot 7: Combined Fire Consultancy Services

The fire consultancy lot covers risk assessment and compliance, building design and engineering, emergency planning and management, and the design and testing of systems such as suppression, detection, alarms, emergency lighting and smoke control.

Estimated lot value: £20 million excluding VAT.

Lot 8: Valuations

This lot is for RICS valuation services, including stock valuations, commercial valuations and insurance reinstatement-cost assessments.

Estimated lot value: £10 million excluding VAT.

Lot 9: Digital Services

The digital-services lot includes digital transformation and strategy, cloud and infrastructure modernisation, cyber security and compliance, responsible AI and automation, data analytics and governance, dashboards and software implementation.

Estimated lot value: £10 million excluding VAT.

Lot 10: Combined Built Environment Consultancy

This combined lot brings together asset management, project management, MEP consultancy, CDM services, net-zero consultancy, fire consultancy, and structural and civil engineering.

Estimated lot value: £50 million excluding VAT.

Lot 11: Multi-Disciplinary Consultancy Services

The final lot covers a wide range of disciplines, including asset and project management, MEP, CDM, net zero, fire, structural and civil engineering, computing and procurement services.

Estimated lot value: £50 million excluding VAT.

The published notice states that framework lot values may be shared with other lots. Suppliers should therefore treat each figure as an estimate rather than guaranteed expenditure within that individual service area.

Why This Framework Matters for Consultancy Providers

The scale and breadth of Technical Support Services 2026 make it relevant to a wide range of specialists, SMEs and larger multi-disciplinary consultancies.

Securing a place could give suppliers access to long-term opportunities across the social housing sector without having to compete for entry to the framework again during its 4-year term. Depending on the requirement, work may be awarded either with or without further competition.

The structure also gives businesses a choice between bidding for specialist lots that closely match their core expertise and broader combined lots where they can evidence credible multi-disciplinary delivery.

Depending on the selected lot, bidders are likely to need clear evidence of:

Where a lot requires membership of a relevant professional institute or association, suppliers must make sure their evidence is current and applies to the specific people who will deliver the service.

The published award criteria are weighted 70% quality and 30% price.

This weighting makes the written quality submission particularly important - suppliers cannot rely on price alone to secure a place. Their responses will need to explain their delivery model clearly, address every part of each question and support claims with specific, relevant evidence.

Bidders should pay close attention to the scoring methodology, word limits, attachments and pass/fail requirements set out in the tender documents. A persuasive response will not compensate for a missed declaration or non-compliant submission.
