Efficiency East Midlands Limited (EEM) has launched its new EEM0053 Fire Safety, Fire Doors and Building Remediation Works Framework, creating an estimated £800 million opportunity for contractors, consultants, manufacturers and suppliers operating across the fire safety and building compliance sectors.
The framework will replace EEM’s existing arrangement when it expires in November 2026. Its ten lots cover everything from large-scale building remediation and fire safety consultancy to the national supply and installation of composite and timber fire doors.
With bids due by 2pm on 28 October 2026, interested suppliers now have a limited window to select the right lot, confirm that they meet the participation requirements and prepare a strong, well-evidenced submission.

What Is the EEM0053 Framework?
EEM0053 will give EEM members and other authorised public sector organisations a compliant route to procure fire safety, fire door and building remediation services for residential and non-residential properties.
The framework may be used by a wide range of publicly funded organisations, including housing providers, local authorities, NHS bodies, emergency services, schools, colleges, universities, charities and central government organisations. It will also be accessible to members and users of Westworks, South East Consortium and Advantage South West.
Call-off contracts may be awarded either directly or through further competition. Individual call-offs may also continue for up to five years after the four-year framework itself has expired, giving successful suppliers access to a potentially valuable longer-term pipeline.
EEM intends to appoint up to eight contractors to each lot, with the option to name a reserve bidder. Across all ten lots, the framework allows for a maximum of 80 appointed suppliers.
How Is the Framework Structured?
The framework is divided into three main service areas and ten individual lots.
Lot 1: Fire Safety and Building Remediation Works
- Lot 1a: Midlands coverage – estimated value of £350 million
- Lot 1b: England and Wales coverage – estimated value of £350 million
These lots cover substantial fire safety and remediation programmes, including:
- Fire door surveys, repairs, upgrades and replacement as part of wider remediation projects
- External wall, façade and cladding remediation
- Cavity barriers and external wall fire barriers
- Intrusive investigations, surveys and condition reporting
- Design development and pre-construction services agreements
- Building Regulations and Building Safety Act compliance support
- Support for higher-risk buildings and Gateways 2 and 3
- Golden Thread information and digital quality assurance
- General refurbishment, enabling and making-good works
- Resident liaison and delivery in occupied buildings.
They can also include related active fire protection works at call-off stage, such as fire alarms, emergency lighting, sprinklers, smoke-control systems, evacuation alert systems, dry and wet risers, fire dampers and ongoing testing and maintenance.
Lot 2: Fire Safety Consultancy
- Lot 2a: Midlands coverage – estimated value of £20 million
- Lot 2b: England and Wales coverage – estimated value of £20 million
The consultancy lots include services such as:
- Fire strategies and fire safety management reviews
- Emergency evacuation plans
- Visual and intrusive building inspections
- Compartmentation and fire stopping surveys
- Cladding surveys and EWS1 forms
- Fire engineering design
- Fire risk assessments
- Fire door inspections and compliance
- Expert witness advice
- Inspection of firefighting installations, equipment and signage.
Lot 3: Fire Doors
The six fire door lots all provide national coverage across England and Wales:

Across all ten lots, bids will be evaluated using the following structure:
- Presentation and quality assessment: 50%
- Price: 40%
- Social value: 10%
Tenderers that meet the minimum competence requirements will be invited to a presentation, expected to take place via Microsoft Teams during November and December 2026.
At 50% of the available score, the presentation is the single largest element of the evaluation, so suppliers will need a team that understands the proposal, can answer questions confidently and presents a consistent account of how the contract will be mobilised, delivered, managed and improved.
It's important to note that the 40% price assessment varies by lot. For example, the works lots consider passive and active fire schedules of rates, scenarios and management costs, while the consultancy lots assess consultancy costs, surveys and scenarios. The fire door lots consider door schedules of rates, furniture and extras, and scenario pricing.
The remaining 10% is allocated to social value. Bidders should make sure to develop commitments that are relevant to the framework, measurable and realistic across the geography they are targeting.

The detailed questions vary by lot, but this framework places clear emphasis on competence, compliant delivery and confidence in the proposed team.
Strong submissions are likely to need evidence covering areas such as:
