What Is the Karbon Homes Contractor Services Opportunity?
54 North Homes is procuring contractors to support the delivery of repairs and maintenance services across its properties.
Rather than combining the requirements into a single multi-trade contract, the opportunity has been divided by both service type and geographical area.
The five core service areas are:
- Electrical responsive repairs
- General responsive repairs
- Roofing repairs
- Scaffolding
- Voids repairs and maintenance
Each is then divided between Area 9 and Area 10, creating 10 individual lots.
This structure gives contractors the opportunity to target the work most closely aligned with their existing service provision, operational footprint and capacity rather than having to compete for the entire contract.
How Are the Lots Structured?
Electrical Responsive Repairs
Lot 1a – Electrical Responsive, Area 9
Estimated value: £786,000 excluding VAT
Covers electrical responsive repairs and maintenance across 54 North Homes properties in South Yorkshire, North Yorkshire, East Yorkshire and Northern Lincolnshire.
Lot 1b – Electrical Responsive, Area 10
Estimated value: £664,000 excluding VAT
Covers electrical responsive repairs and maintenance across properties in West Yorkshire, South Yorkshire and North Yorkshire.
Responsive Repairs
Lot 2a – Responsive Repairs, Area 9
Estimated value: £4.5 million excluding VAT
This is the largest individual lot and covers general responsive repairs and maintenance across Area 9 properties.
Lot 2b – Responsive Repairs, Area 10
Estimated value: £3.8 million excluding VAT
Provides the equivalent responsive repairs and maintenance service across Area 10.
Together, the two responsive repair lots account for a significant proportion of the overall opportunity.
Roofing Repairs
Lot 3a – Roofing Repairs, Area 9
Estimated value: £636,000 excluding VAT
Includes roofing repairs and maintenance, with the scope covering areas such as roof coverings, sheeting, flashing, guttering and associated works.
Lot 3b – Roofing Repairs, Area 10
Estimated value: £537,000 excluding VAT
Covers roofing repairs and maintenance across Area 10 properties.
Scaffolding
Lot 4a – Scaffolding, Area 9
Estimated value: £59,000 excluding VAT
Lot 4b – Scaffolding, Area 10
Estimated value: £50,000 excluding VAT
These smaller specialist lots cover scaffolding requirements associated with 54 North Homes properties across the respective geographical areas.
Voids Repairs and Maintenance
Lot 5a – Voids Repairs and Maintenance, Area 9
Estimated value: £1.7 million excluding VAT
Includes building completion works, painting and glazing, floor and wall coverings and carpentry installation.
Lot 5b – Voids Repairs and Maintenance, Area 10
Estimated value: £1.4 million excluding VAT
Covers equivalent void property repair and maintenance requirements across Area 10.
Who Is This Opportunity Relevant To?
Karbon Homes has specifically identified all 10 lots as suitable for small and medium-sized enterprises (SMEs).
The opportunity could therefore be particularly relevant to:
- Social housing repairs and maintenance contractors
- Regional building and property maintenance businesses
- Electrical contractors
- Roofing contractors
- Scaffolding providers
- Voids and property turnaround specialists
- Painting, decorating and glazing contractors
- Flooring contractors
- Joinery and carpentry businesses
- Multi-trade contractors operating across Yorkshire
The lot structure also means businesses can be selective.
For example, a specialist electrical contractor does not need the capability to deliver general repairs, roofing or void works to participate. Equally, businesses with greater capacity may be able to consider several lots where their experience, workforce and geographical coverage support this.
Area 9 or Area 10: Which Should You Target?
Lot selection should not simply come down to which contract has the highest estimated value.
Area 9 covers South Yorkshire, North Yorkshire, East Yorkshire and Northern Lincolnshire.
Area 10 covers West Yorkshire, South Yorkshire and North Yorkshire.
Before selecting lots, contractors should assess whether they can realistically demonstrate sufficient operational coverage across the relevant area.
This could include considering:
- Existing workforce locations
- Travel and mobilisation times
- Availability of operatives
- Existing contracts within the region
- Supply chain coverage
- Supervisory capacity
- Ability to respond quickly to repair requirements
- Capacity to maintain service levels alongside existing workloads
The larger responsive repair lots may naturally attract attention because of their value, but bidders will still need to evidence that they have the capacity and infrastructure to deliver the requirement consistently.
How Will Bids Be Evaluated?
The procurement uses a 50% quality, 40% cost and 10% social value evaluation model.
This means 60% of the available score sits outside price, giving bidders considerable opportunity to differentiate their submission through the quality of their proposed service and social value commitments.
The published quality areas include:
Operations and Customer Service
Bidders should be prepared to explain how work will be received, scheduled, managed and completed while maintaining a strong service for residents.
Capacity
Contractors will need to provide confidence that they have sufficient resources to meet the requirements of their selected lots.
Supervision
Responses should demonstrate clear management and supervisory arrangements, including how quality and performance will be maintained.
Operative Qualifications, Competency and Continuity
Bidders should expect to evidence the competence of the people delivering the contract, alongside their approach to maintaining workforce continuity.
Resident Consultation and Complaints
As a housing-based contract, resident experience will be an important consideration. Contractors should demonstrate how they communicate effectively with residents and manage concerns or complaints when they arise.
Social Value Is Worth 10%
Social value represents 10% of the overall evaluation, making it a significant scoring area rather than an additional consideration at the end of the tender.
Contractors should avoid relying solely on broad statements about supporting communities or employing locally.
Where possible, commitments should be specific, measurable and realistic for the size and scope of the lot being targeted.
Depending on the requirements within the tender documentation, relevant commitments could potentially relate to areas such as local employment, apprenticeships, training opportunities, supply-chain spend, environmental improvements or wider community support.
The important point is that commitments should reflect what your business can genuinely deliver throughout the contract.
Procurement Timeline
The procurement is being run as an open procedure under the Procurement Act 2023.
The key dates currently published are:
- 26 October 2026 at 5pm: Deadline for enquiries
- 6 November 2026 at 12pm: Tender submission deadline
- 30 November 2026: Estimated award decision
- 7 December 2026: Estimated contract commencement
The initial contract period will run until 6 December 2029, with the option for two additional 12-month extensions taking the potential contract period to December 2031.

Final Thoughts
With an estimated value of almost £17 million including VAT, the Karbon Homes Contractor Services opportunity provides a significant route into longer-term social housing repairs and maintenance work across Yorkshire.
The split between trades and geographic areas also makes this a particularly relevant opportunity for specialist and regional SMEs that may not typically pursue larger, multi-service housing contracts.
However, the 50% quality weighting means contractors will need to do more than simply demonstrate that they can complete the work.
Strong submissions will need to clearly evidence operational capacity, workforce competence, effective supervision, resident-focused service delivery and measurable social value.
The deadline for submissions is 12pm on 6 November 2026, so if you're considering bidding for one or more lots, get in touch with the Bid Writing Service team at info@bidwritingservice.com to discuss your tender and how we can support your submission.
