Livv Housing Group has launched a new Repairs and Voids Contractor Framework, creating an estimated £34.7 million opportunity for contractors operating across the housing maintenance sector.

The framework will support Livv Maintenance in delivering responsive repairs, ongoing maintenance and works to empty properties across approximately 13,000 homes.

It is divided into 32 trade-specific lots across two distinct workstreams: Repairs and Voids. This gives specialist SMEs the opportunity to compete for work without needing to provide a complete, multi-trade maintenance service.

Livv expects to appoint around 40 contractors across the framework, although some successful bidders may secure places on multiple lots.

Procurement Timeline

The published procurement timetable includes:

  • Deadline for clarification questions: 5pm on 16 October 2026
  • Tender submission deadline: 12 noon on 27 October 2026
  • Notification of award: November 2026
  • Expected framework commencement: December 2026

Submissions must be completed through Livv Housing Group’s Proactis e-tendering system.

The opening timetable in the ITT lists contract commencement as December 2027. However, the detailed framework section states that the 4-year framework is expected to begin in December 2026. Bidders should seek clarification through Proactis before relying on either date.

What Is the Repairs and Voids Contractor Framework?

Livv Housing Group owns and manages approximately 13,000 homes, primarily across Knowsley. Services may also be required throughout the wider Liverpool City Region and for outlying properties elsewhere in North West England.

Livv Maintenance currently has around 120 operatives delivering responsive repairs, cyclical works, planned investment programmes and void property works.

The new framework will create additional capacity across two workstreams:

  1. Repairs: Responsive repairs and maintenance within occupied properties.
  2. Voids: Works to empty properties before they are re-let.

Each Voids lot broadly mirrors a corresponding Repairs lot, but the two workstreams will be tendered and awarded separately.

Bidders can apply for one or multiple lots, allowing them to select the opportunities that align most closely with their trades, workforce, location and operational capacity.

How Is the Framework Structured?

The framework contains 32 lots with an anticipated annual expenditure of approximately £8.675 million excluding VAT.

Repairs Lots

  • Lot 1: Joinery – £765,000 per year
  • Lot 2: General Building (All Trades) – £1.05 million per year
  • Lot 3: Gas – £430,000 per year
  • Lot 4: Plumbing – £1 million per year
  • Lot 5: Electrical – Standard – £600,000 per year
  • Lot 6: Electrical – Solar Specialist – £120,000 per year
  • Lot 7: Air Source Heat Pumps – £90,000 per year
  • Lot 8: Infestation and Environmental – £90,000 per year
  • Lot 9: Drainage – £500,000 per year
  • Lot 10: Solid Fuel – £90,000 per year
  • Lot 11: Damp Proofing, including Plastering – £650,000 per year
  • Lot 12: Brickwork – £400,000 per year
  • Lot 13: Windows and Doors – £40,000 per year
  • Lot 14: Groundworks – £500,000 per year
  • Lot 15: Painting and Decorating – £190,000 per year
  • Lot 16: Flooring – £40,000 per year

The first 9 repairs lots require an out-of-hours service. Contractors targeting these lots should ensure their delivery model provides adequate emergency coverage, escalation arrangements and workforce availability.

Voids Lots

  • Lot 17: Joinery – £300,000 per year
  • Lot 18: General Building (All Trades) – £350,000 per year
  • Lot 19: Gas – £75,000 per year
  • Lot 20: Plumbing – £420,000 per year
  • Lot 21: Electrical – Standard – £200,000 per year
  • Lot 22: Electrical – Solar Specialist – £40,000 per year
  • Lot 23: Air Source Heat Pumps – £15,000 per year
  • Lot 24: Infestation and Environmental – £30,000 per year
  • Lot 25: Drainage – £50,000 per year
  • Lot 26: Solid Fuel – £15,000 per year
  • Lot 27: Damp Proofing, including Plastering – £200,000 per year
  • Lot 28: Brickwork – £130,000 per year
  • Lot 29: Windows and Doors – £15,000 per year
  • Lot 30: Groundworks – £165,000 per year
  • Lot 31: Painting and Decorating – £100,000 per year
  • Lot 32: Flooring – £15,000 per year

The values are estimates based on historical expenditure. Appointment to the framework does not guarantee any specific volume or value of work.

The trade-based structure creates a particularly accessible route for SMEs. Businesses do not need to be large national or multi-trade contractors to participate and can focus on the individual lots that best reflect their experience.

Subcontracting is permitted, but all proposed subcontractors must be identified within the tender submission. Any subsequent changes must be approved by Livv Housing Group in writing.

How Will Work Be Awarded?

Call-off contracts may be awarded either without further competition or through a competitive selection process.

Where work is awarded without competition, Livv may appoint the highest-scoring supplier from the original framework procurement. Decisions may consider the combined quality and cost scores achieved at tender stage.

Livv may also run a competitive selection process between the suppliers appointed to the relevant lot. For these competitions:

  • Cost may account for between 10% and 100% of the evaluation.
  • Quality may account for between 0% and 90%.
  • The precise criteria and weightings will be confirmed for each call-off.

Call-off arrangements may vary in duration and value according to Livv’s requirements. The intended form of contract is the JCT Measured Term Contract.

What Will Livv Housing Group Be Looking For?

The full tender pack contains separate Evaluation Guidance and Quality Questions and Weighting documents, which bidders should review closely before developing their responses.

Strong submissions are likely to need clear, contract-specific evidence across areas such as:

  • Delivery of comparable housing repairs or void works
  • Trade-specific qualifications and technical competence
  • Workforce capacity across the required locations
  • Out-of-hours coverage, where applicable
  • Appointment management and response times
  • Resident communication and customer care
  • Health and safety management
  • Quality inspections and right-first-time delivery

Successful contractors will also need to complete Livv’s new-supplier process before beginning work.

Livv may conduct additional health and safety checks on provisionally successful bidders. If a contractor cannot demonstrate the required standards, its award offer may be withdrawn and passed to the next highest-scoring compliant bidder.

Performance Management and KPIs

Contractors appointed to the framework will be monitored through key performance indicators covering areas such as:

  • Completion within target timescales
  • Communication of appointments and access issues
  • Submission of compliance certificates within 48 hours
  • Timely invoicing
  • Evidence of visits where access was unavailable
  • Quality audit results
  • Customer satisfaction
  • Management information and reporting

Bidders will therefore need to demonstrate not only that they can complete the work, but that they have reliable systems for scheduling, monitoring, evidencing and reporting their performance.

Important Compliance Considerations

This procurement is being conducted as a single-stage open procedure under the Procurement Act 2023.

Before submitting, suppliers must be registered on the Central Digital Platform and have provided up-to-date core supplier information, including:

  • Basic organisational information
  • Economic and financial standing information
  • Connected-person information
  • Exclusion grounds information

Bidders should also note that TUPE may apply to work awarded through the framework. Livv was still gathering information from incumbent contractors when the ITT was published and intends to issue relevant details separately.

Where contractors will process sensitive or personal information, they must hold Cyber Essentials accreditation or an equivalent standard.

Social Value Requirements

Livv Housing Group operates with a clear social purpose and aims to create opportunities that allow people and communities to flourish.

Successful contractors will be expected to contribute to the economic, social and environmental wellbeing of the areas in which Livv operates. They may also be required to provide social accounting information so that Livv can monitor and report the impact created through the framework.

Generic commitments are unlikely to provide compelling evidence. Bidders should develop measurable proposals that reflect Livv’s communities, the nature of the work and the realistic influence of their chosen lots.
