PROSPER has announced its new Building Safety Framework, providing suppliers with the opportunity to deliver specialist building safety consultancy, passive fire protection, active fire protection and principal contractor services to public sector organisations across the UK.

With an estimated value of £600 million, the framework has been designed to establish a high-quality supplier base capable of supporting registered social landlords, local authorities, NHS organisations, educational establishments and other public sector bodies with critical building safety projects.

As building safety remains one of the UK's highest procurement priorities following legislative reform and increasing compliance requirements, this framework offers suppliers the opportunity to secure long-term public sector work across multiple specialist disciplines.

Lot 1 – Consultants

Designed for organisations delivering professional consultancy and surveying services, including:

  • Fire Risk Assessments (Destructive & Non-Destructive)
  • Compartmentation Surveys
  • Fire Door Assessments

Lot 2 – Passive Fire Protection Works

Covering specialist fire protection installation and remedial works including:

  • Fire Door Replacement & Repairs
  • Compartmentation Works
  • Fire & Smoke Dampers

Lot 3 – Active Fire Protection Works

Including installation, maintenance and upgrade of:

  • Emergency Lighting
  • Fire Alarm Systems
  • Smoke Detection
  • Sprinkler Systems
  • Fire Suppression Systems
  • Smoke Control Systems (AOVs)
  • Rising Fire Mains

Lot 4 – Principal Contractor (End-to-End)

This lot is intended for Principal Contractors capable of delivering the complete scope of Building Safety Works, incorporating the services included within Lots 1–3 under a single end-to-end delivery model.

Quality carries the highest weighting, reflecting the importance of technical competence, project delivery capability and compliance within building safety works.

Price – 40%

Suppliers must demonstrate competitive pricing while ensuring value for money for contracting authorities.

Social Value – 5%

Bidders should evidence how their organisation contributes to wider economic, environmental and social outcomes, including community benefits, sustainability initiatives and responsible business practices.

The weighting clearly demonstrates that buyers are seeking the most advantageous submission, balancing quality, capability and price rather than selecting suppliers based on cost alone.
