Construction Case Study: Ongo Homes Framework

Project Overview
This framework provided Ongo Homes with access to contractors capable of delivering maintenance and improvement works across its residential properties.
Suppliers were required to demonstrate strong technical capabilities, working practices and a clear commitment to delivering social value within the local community.

About Our Client
Our client is an experienced construction contractor specialising in the maintenance and upkeep of social housing properties.
The framework was a strong fit for their practical expertise, local project management capabilities and value engineering approach. Despite their industry experience, this was their first formal public sector tender so it was a fantastic opportunity to help them break into public sector work.
Our Approach
Our client had limited bidding experience and very little existing tender collateral. Several important policies and method statements still needed to be developed, while the technical and social value requirements demanded detailed and very well-evidenced responses.
Our client, being a smaller SME and largely site-based, were restricted by operational commitments and availability, which posed a few issues in our management process.
We worked with the client to establish meetings around their schedule and kept all responsibilities and deadlines clear and tight to stay on track and to ensure we were all in the best place to submit a strong submission on time.
We began with a gap analysis to identify the evidence, policies and supporting documents needed for a compliant submission.
Working closely with the client, we:
- Developed the required policies and method statements
- Undertook technical research with input from external construction specialists
- Built responses around the client’s genuine experience and delivery strengths
- Completed four draft and review stages to improve quality and alignment
- Tailored every response to Ongo Homes’ specification and the client’s individual brand voice
As aforementioned, throughout the whole planning, writing and reviewing process, we maintained flexible communication, including contact outside standard working hours, to accommodate the client’s on-site responsibilities and keep the submission moving.
The Outcome
Our client won 12 out of 12 lots, successfully securing a place on the framework and marking their first public-sector contract win.
The final submission clearly demonstrated their technical expertise, local delivery capabilities and commitment to social value, while providing them with a strong foundation of policies and bid content for future opportunities.
