SCAPE has launched its new Regional Construction Works and Services Framework, creating an estimated £1.2 billion opportunity for construction contractors operating across the Midlands, Home Counties and London.

The framework is divided into four regional lots, each valued at approximately £300 million. It will provide public sector organisations with a compliant route to procure construction works and associated services for projects valued at up to £15 million.

SCAPE intends to appoint three delivery partners to each lot, creating a total of 12 available framework places. With only five bidders progressing from the initial selection stage for each region, contractors will need to demonstrate their suitability, financial standing and relevant delivery experience from the outset.

Procurement Timeline

The published procurement timetable includes:

  • Tender notice published: 31 July 2026
  • Clarification deadline: 11am on 4 September 2026
  • PSQ submission deadline: 2pm on 11 September 2026
  • Invitation to Tender stage: Following completion of the PSQ evaluation
  • Deadline for Participation: 2pm on 9 October 2026
  • Estimated framework commencement: 2 August 2027
  • Estimated framework end: 1 August 2031

Submissions must be completed electronically through the Delta eSourcing portal. Each regional lot has a separate access code, so contractors should make sure they register for the correct opportunity.

What Is the SCAPE Regional Construction Framework?

The SCP015 framework will provide public sector organisations with access to construction contractors capable of delivering projects across a broad range of built environments.

The scope covers complete and partial construction works, associated professional services, specialist trades and supporting activities. Potential commissions may involve new build, refurbishment, repair, maintenance and improvement projects across assets such as:

  • Education and research facilities
  • Healthcare and social care buildings
  • Housing and residential developments
  • Emergency service and public safety facilities
  • Commercial and civic buildings
  • Leisure, cultural and community facilities
  • Infrastructure and engineering projects
  • Building services and specialist installations

Successful delivery partners will be expected to collaborate closely with public sector clients, consultants, contractors and specialist supply chain organisations.

Performance will be monitored through a comprehensive set of indicators, placing importance on consistent delivery, collaboration, value for money and measurable outcomes throughout the framework term.

How Is the Framework Structured?

The framework contains four regional lots.

Lot 1: Midlands East

Coverage: Lincolnshire, Nottinghamshire, Derbyshire, Leicestershire, Rutland and South Yorkshire

London is included within both Home Counties lots, giving contractors two potential regional routes depending on their wider operating footprint and supporting contract experience.

The lot values are estimates rather than guaranteed expenditure. Contractors should assess the full commercial opportunity, regional pipeline and delivery requirements before deciding where to bid.

Who Is the Opportunity Relevant To?

The framework may be relevant to:

  • Regional and national principal contractors
  • Construction and civil engineering businesses
  • Building refurbishment contractors
  • Property improvement and maintenance providers
  • Multi-disciplinary construction organisations
  • Contractors working across education, healthcare, housing and public buildings

SCAPE has designed the framework to encourage SME participation throughout the successful contractors’ supply chains. SMEs can also submit bids directly, either independently or as part of a consortium or joint venture, provided the bidding arrangement collectively satisfies the requirements.

What Do Contractors Need to Qualify?

Each lot carries an annual turnover requirement of £20 million. This can be met by an individual contractor or through the combined turnover of an eligible bidding vehicle, such as a consortium or joint venture.

The five highest scoring bidders at PSQ stage will be invited to participate in the Invitation to Tender stage for each lot. From those five, the three highest scoring bidders will secure a place on the framework.

Contractors should review the procurement documents carefully to confirm:

  • That they meet the £20 million turnover requirement
  • That their financial standing satisfies the selection criteria
  • That they can demonstrate suitable technical and professional capacity
  • That their experience is relevant to projects within the specified value range
  • That their delivery model provides credible coverage across the chosen region
  • That they have the resources and supply chain capacity to manage multiple commissions
  • That all supporting policies, accreditations and declarations are current and compliant
  • That any consortium, joint venture or associated person arrangement is clearly structured

Passing the PSQ is not simply an administrative exercise. With only five organisations progressing per lot, contractors must present a compelling and well evidenced case for why they should be shortlisted.

How Will Bids Be Evaluated?

The published evaluation weighting is:

  • Quality: 70%
  • Cost: 30%

The 70% quality weighting demonstrates that SCAPE is looking beyond price alone. Contractors will need to show how they will deliver high- quality construction projects, collaborate with public sector clients and maintain reliable performance across the framework.

The procurement uses a competitive flexible procedure with two key stages.

At PSQ stage, SCAPE will assess bidders’ suitability, financial standing, technical capacity and relevant experience. The five highest scoring organisations for each lot will progress.

At ITT stage, the shortlisted bidders will provide more detailed quality and commercial responses. The three highest scoring organisations for each lot will then be appointed.

Although bidders must respond directly to the published questions, strong submissions are likely to require clear evidence across areas such as:
